About this opportunity

The Raleigh-Durham Airport Authority is soliciting sealed bids for the Park Economy 3 Expansion EV Charging Lot project, involving installation of a solar photovoltaic system on an existing covered walkway canopy, a battery energy storage system, 100 Level 1 EV chargers, and all supporting electrical infrastructure with Duke Power interconnection coordination, with bids due November 4, 2026, at 11:00 a.m. A mandatory pre-bid conference and Small Business workshop is scheduled for September 29, 2026, at 1:00 p.m. at the Authority's Administration Building, followed by a mandatory site visit.

The Authority has established a 5% Small Business participation goal; bidders must either meet this goal or demonstrate sufficient good faith efforts to achieve it. Contractors must hold North Carolina licensure and provide evidence of completing three similar projects within the last five years — a capability filter for EV charging and solar installation experience.

The scope includes solar PV installation on the existing canopy, BESS installation, 100 Level 1 charger installation, comprehensive electrical infrastructure, Duke Power interconnection coordination, and civil site work for the parking lot section following electrical completion. The contractor must achieve Substantial Completion within 120 calendar days from Notice to Proceed, excluding moratorium days, with liquidated damages assessed at $500 per calendar day for delays. The contract is lump-sum, all-inclusive fixed price covering all materials, labor, tools, and incidentals.

Bid security of 5% of the proposal amount is required as cash, certified check, or bid bond. Performance and Labor and Material Payment Bonds of 100% contract price are required. Monthly progress payments are made with 5% retainage until 50% completion; retainage reduces to 0.5% for subcontractors reaching 100% completion before overall project completion. Final payment is due within 30 days of Substantial Completion. The contract will be executed under AIA Standard Form A132-2019 and General Conditions A232-2019. Questions are due October 9, 2026, at 4:00 p.m. to Cheri Baxter, Sr. Contracts Administrator, at cheri.baxter@rdu.com.
