About this opportunity
The Town of Ithaca Planning Department is requesting qualifications for Esri ArcGIS Urban scenario planning and fiscal analysis services for three Traditional Neighborhood Development (TND) areas, with responses due July 30, 2026 at 4:00 p.m. Eastern Time. Written questions are due July 10, 2026. The Town intends a single award but permits vendor responses with listed subconsultants.
The scope encompasses digitized scenario planning models and fiscal analysis for South Hill TND (the highest priority area requiring full Regulating Plan digitization), TND Medium Density, and TND High Density zones comprising approximately 864 combined acres. Deliverables include establishment of fiscal analysis templates, road profile digitization, infrastructure capacity assessment, economic and land value modeling, revenue projections, and knowledge transfer materials for Town staff. The consultant will integrate existing Town GIS infrastructure (ArcGIS Pro, Utility Network, and Cartegraph) into ArcGIS Urban to evaluate proposed developments and generate zoning, parcel, environmental, and fiscal data. Esri Professional Services will handle foundational model setup and Regulating Plan digitization; the selected consultant will conduct deeper economic analysis, supplemented by independent research and Town data on capital improvement costs per dwelling unit for water, sewer, school, fire protection, and parkland. The Town will provide up to two additional Esri Professional Plus User Type licenses if needed; consultants are preferred to supply their own license. Remote work is permitted, including staff outside the United States, though the Town expects availability during regular US business hours and prefers in-person training.
Evaluation criteria weight consultant experience at 50%, technical understanding at 40%, and overall firm experience at 10%. The Town requests all-inclusive flat hourly rates per person and a not-to-exceed total budget; final fee structure will be negotiated post-selection. Funding derives from the New York State Homes and Community Renewal Technical Assistance to Grow Pro-Housing Communities Grant, split between Esri and the selected consultant. Project initiation is anticipated for Fall 2026 with completion by December 31, 2026. Consultant presentations are scheduled for August 11, 2026, with preliminary selection notice on August 25, 2026. Responses must include references for three to five similar projects completed within the past five years and documentation of outreach efforts to engage Minority/Women-Owned Business Enterprises and Service-Disabled Veteran-Owned Businesses.
