About this opportunity
Broward County is soliciting bids for an open-end contract to supply Ericsson Cradlepoint ruggedized cellular routers and NetCloud Service management platform subscriptions, with bids due October 2, 2026 through the BPRO electronic platform. Vendors must be authorized Ericsson Cradlepoint resellers or original manufacturers at bid submission and throughout the contract term — a sole-source specification with no substitutions permitted. Procurement preferences for Small Business Enterprises (SBE) and County Business Enterprises (CBE) apply; a certified CBE or SBE within ten percent of the lowest responsive and responsible bid may match that bid and be recommended for award.
The scope covers ruggedized cellular routers with NetCloud management platform license subscriptions, pre-sales consultation, account representation, technical capacity to interface directly with the manufacturer for software registry and support plan management, and annual software maintenance and support. Electronic delivery of licenses and maintenance must be completed within five business days of purchase order receipt; physical equipment delivery within twenty-one calendar days. Vendors must provide a fixed minimum percentage discount off manufacturer's suggested retail price (MSRP) for additional licensing or related items procured during the contract term and respond to County quotes for additional purchases within five business days.
The initial contract period runs three years from award with two optional one-year renewal periods. No price increases are permitted during the initial three-year term; renewal-term increases are limited to the difference in Consumer Price Index or Producer Price Index between current and prior year periods. No guaranteed minimum quantities exist; all stated quantities are estimates only. Award will be made to the lowest responsive and responsible bidder on total bid price, though the County reserves the right to award on a group or item-by-item basis.
Vendors must maintain Commercial General Liability, Business Automobile Liability (if making deliveries), Workers' Compensation, and other specified insurance through insurers rated A- or better by A.M. Best, and must comply with County security requirements including Enterprise Technology Services standards for software vulnerability remediation (critical and high-risk within 30 days, medium-risk within 60 days), role-based access controls, AES-256 encryption for data at rest, and TLS 1.2 or higher for data in motion. Contractor personnel require County-issued identification badges and background screening appropriate to facility type. No price increases are permitted during the three-year initial term.
