About this opportunity
The City of Jacksonville Fire and Rescue Department, Emergency Preparedness Division is requesting bids for cyber security and artificial intelligence training services under ITB 18075-26, with bids due August 21, 2026 at 4:00 PM Eastern and questions due August 11, 2026 at 5:00 PM. The City encourages participation of Jacksonville Small and Emerging Businesses (JSEBs) but does not restrict eligibility to them.
Training must be delivered to the Jacksonville Fire and Rescue Department at 515 North Julia Street, Jacksonville, Florida 32202 and completed no later than 12 months from the date of award or by September 30, 2027, whichever comes first. The solicitation is structured as a one-time purchase with award on an "all or none" basis; bidders must respond with full quantities on all line items to be considered for award. Pricing is the sole evaluation criterion. All bidders are required to comply with federal funding provisions pursuant to 2 CFR 200.317–326, as the project may be funded partially or wholly by the Federal Government. Buy American Preference applies if at least 51 percent of offered goods are manufactured, assembled, or produced in the United States; qualifying bidders receive preference within 5 percent of the lowest responsive bid.
Comprehensive insurance is mandated: workers' compensation, commercial general liability, professional liability, and cyber liability coverage with specified minimum limits. Bonds are not required. Bidders must comply with nondiscrimination and equal opportunity clauses, submit debarment and anti-lobbying certifications, and meet E-Verify requirements. All responses must be submitted electronically through the City's 1Cloud e-procurement system. No pre-bid conference is scheduled.
