About this opportunity
The City of Jacksonville Fire and Rescue Department, Emergency Preparedness Division, is requesting bids on Cyber Security and Artificial Intelligence training services under ITB 18075-26, with bids due August 21, 2026 at 4:00 p.m., and the question cutoff on August 11, 2026 at 5:00 p.m.
This is a single-source-of-supply procurement on a price-only basis. Award will be made to the lowest responsive and responsible bidder. The City encourages participation by Jacksonville Small and Emerging Businesses (JSEBs) but does not impose a set-aside or mandatory participation goal.
Training must be completed no later than 12 months from the award date or by September 30, 2027, whichever comes first, and delivered to the Jacksonville Fire and Rescue Department at 515 North Julia Street, Jacksonville, Florida 32202, Attention: Captain Sharaad Christopher. The contract is structured as a one-time purchase with fixed quantity requirements, though the City reserves the right to make additional purchases on an as-needed basis at the same pricing terms throughout the contract period.
Bidders must respond to all line items to be considered for award. All unit prices must include freight, delivery, and handling. Pricing must remain firm for the first year; escalation or de-escalation may be requested thereafter based on the Consumer Price Index or documented industry-wide increases, subject to City approval. Bidders claiming Buy American Preference eligibility must provide documentation that at least 51% of the bid consists of American-manufactured, assembled, or produced goods and must be within 5% of the lowest responsive and responsible bid to receive preference.
The project may be funded partly or wholly by the Federal Government, triggering compliance with federal debarment certifications, lobbying certifications, anti-collusion clauses, equal opportunity requirements, federal labor standards, and anti-kickback provisions. Bid, performance, and payment bonds are not required. All responses must be submitted electronically through the City's 1Cloud e-procurement system. Bidders must provide proof of applicable local business licenses and relevant experience documentation.
