About this opportunity

The California Department of General Services, Real Estate Services Division, is requesting qualifications for environmental consulting services for the Ione Preston Training Facility Expansion project in Amador County, with statements of qualifications due August 25, 2026. All work must be performed under and approved by a design professional or contractor licensed in California.

The scope encompasses environmental services and preparation of environmental documents and studies during the Study phase, with compliance required under the California Environmental Quality Act (CEQA), Public Resources Code Sections 5024 and 5024.5, and relevant environmental laws. The project involves expansion of CalFire's fire training operations at the former Preston Youth Correctional Facility, a 300-acre property listed on the National Register of Historic Places, necessitating historic preservation review and coordination with multiple governmental and historic entities.

The estimated contract duration is five years. The State will retain 10 percent of all progress payments; retentions exceeding $10,000 held beyond 60 days of project phase completion will be placed in escrow at the consultant's expense. Upon final selection, the chosen firm will submit a fee proposal with hourly rates for specific employee classifications and services, which the State will negotiate into fixed rates.

Selection will be based on written SOQ submissions, with the top three firms invited for oral interviews. Submissions must include a letter of interest with Federal Identification Number, executive summary, Federal Form SF330 with staff resumes, California Secretary of State verification, professional licenses, Small Business or Disabled Veteran Business Enterprise status documentation if applicable, Civil Rights Laws compliance certification, Department of Industrial Relations contractor registration, Darfur and Iran Contracting Act certifications, and the Bidder's Declaration Form. All contractors and subcontractors must comply with prevailing wage requirements and register with the Department of Industrial Relations. The State requires notification if Generative Artificial Intelligence will be utilized to complete deliverables that materially impact project functionality, risk, or performance. Qualifications must be submitted electronically in PDF format through the specified DGS Box.com portal by 5:00 p.m. on August 25, 2026.
