About this opportunity

The North Carolina Department of Environmental Quality, Division of Waste Management is requesting Letters of Interest and Standard Form 254 submissions from multiple pre-qualified environmental engineering vendors for the Inactive Hazardous Sites Branch on a task order / not-to-exceed basis with no guaranteed minimum or maximum work volume, with submissions due September 14, 2026 at 2:00 p.m. ET. Vendors must be properly licensed to practice architecture, engineering, or landscape architecture in North Carolina — the binding eligibility requirement.

The scope encompasses site assessment activities including hydrogeologic and contaminant evaluation, geophysical assessment, land surveying, and site-specific work plan preparation; mitigation planning and implementation including design of groundwater, surface water, soil, and vapor remediation systems; permitting and regulatory compliance; and project management and oversight of subcontractors. Work is performed across Wake County and Teachey Town.

The estimated total project budget is $5,000,000 over a five-year contract term, including one optional two-year extension. The fee schedule specifies hourly rates from $80 per hour for word processor/clerical staff to $216 per hour for principal-level remedy oversight services, plus equipment rental, per diem, and mileage reimbursement per North Carolina State Budget Manual guidelines. Subcontractor selection requires competitive bidding with minimum three quotes for work exceeding $3,000; subcontracts exceeding $500,000 must comply with formal sealed competitive bid requirements under North Carolina General Statutes Chapter 143, Article 8.

Selection criteria emphasize specialized expertise in hazardous site remediation, past performance on similar projects, adequate staffing, current workload capacity, proposed design approach, cost and schedule management experience, construction administration capabilities, local familiarity, and record of successful project completion. Late deliverables exceeding ten business days incur a five percent penalty with additional one percent reductions per day thereafter. The contract is funded through state and federal funds. Submit Letters of Interest and SF 254 to Vincent Antrilli at Vincent.Antrilli@deq.nc.gov with subject line "IHSB LOI."
