About this opportunity

The North Texas Tollway Authority is requesting qualifications for environmental engineering services on the President George Bush Turnpike/360 Tollway Connector project, with proposal responses due October 15, 2026 at 11:00 a.m. CT. A pre-proposal conference is scheduled for September 28, 2026 at 9:30 a.m. CT at NTTA's offices in Plano, Texas. A 20 percent small business participation goal applies.

The scope covers a 4.82-mile direct connector from the southern terminus of PGBT at Interstate Highway 20 to the northern limits of 360 Tollway in Arlington and Grand Prairie, Texas. Services include alternative analysis, engineering schematic design, surveying (design surveys, geotechnical exploration with approximately 40 borings at 60–70 feet depth, and subsurface utility engineering), environmental documentation (Categorical Exclusion preparation), and public involvement activities.

Evaluation is weighted across four criteria: Respondent Team Experience & Qualifications (25 points), Key Personnel Experience and Qualifications (25 points), Approach to Technical Requirements/Project Plan Implementation (40 points), and Small Business Program Participation (10 points). NTTA reserves the right to conduct interviews with selected respondents and will attempt to negotiate a contract with the most qualified respondent at fair and reasonable price. The contract term is two years and six months upon final execution and satisfaction of applicable legal requirements.

Firms currently serving NTTA under contracts as General Engineering Consultant, Program Management Consultant, Maintenance Management Consultant, Facilities Management Consultant, Construction Engineering Consultant, or Traffic & Revenue Consultant are prohibited from submitting proposals. Responses must be submitted through NTTA Marketplace (electronic submission) and as physical hard copies (one original and six copies) to NTTA's Customer Service Center in Plano. Written questions are due October 8, 2026 at 5:00 p.m. CT. Response preparation limits are 10 pages for Tabs I through IV, with professional resumes limited to two pages per key personnel member.
