About this opportunity
Montgomery County Planning Commission's Open Space and Trails Section is requesting proposals for engineering services on the Cross County Trail Mid-Block Signalized Crossing project at Brook Road/Alan Wood Road/Tees Boulevard in Plymouth Township, with proposals due September 1, 2026. The selected consultant will provide design, permitting, and construction-oversight services for a mid-block crossing safety upgrade intended for construction in 2027, with design and permits to be completed by April 2027.
The scope encompasses design of rectangular rapid flashing beacon signals (RRFBs) activated by pedestrian push buttons and thermal detection with audio warnings, plus ADA-compliant ramps, enhanced pavement markings, warning signage, refuge islands, and staggered trail gates. All work must comply with AASHTO, MUTCD, ADA, and PennDOT standards and meet permitting requirements from applicable agencies including Plymouth Township.
The project is funded entirely through Montgomery County's capital budget without federal or state participation. Contract award will occur at a County Commissioners meeting following consultant selection. A pre-bid meeting will be held at The Proving Grounds' Field 6 parking lot off Tees Boulevard; attendance is optional.
Evaluation uses a "Best Value" methodology where technical proposals are scored by MCPC staff before cost proposals are reviewed, with potential short-list interviews. Evaluation criteria weights are: specific team experience with signalized crossings and related activities (40%); project understanding including methods, permits, and timeline (30%); quality control and communication commitment (20%); and references (10%). Price controls only if technical proposals are determined essentially equal.
Consultant proposals must include detailed qualifications and experience of proposed team members with emphasis on signalized crossing design and PennDOT procedures, project understanding and methodology, quality control and communication commitment, and three client references. Fees must be broken down by task with staff hourly rates and reimbursable expenses clearly identified, including all assumptions and contingencies.
Opportunity text
Montgomery County Planning Commissions (MCPC) Open Space and Trails Section seeks proposals from engineering consultants for its Cross County Trail Mid-Block Signalized Crossing Brook Road/Alan Wood Road project. The selected consultant will provide engineering services for design and permitting through construction. This project seeks to improve the conditions of a frequently used mid-block trail crossing to improve trail user safety and bring the crossing into compliance with AASHTO, MUTCD and ADA standards. The County intends to upgrade the crossing by adding rectangular rapid flashing beacon signals (RRFBs) that are activated by pedestrian-activated push buttons and thermal detection, including audio warnings. Other potential safety measures include pedestrian crossing warning signs for drivers, enhanced/upgraded pavement markings, a refuge island, and safety improvements to the trail, such as ADA ramps, warning signs, staggered gates as trail users approach the crossing, and adjusting where the trail meets Alan Wood Road on the east side of the roadway . The crosswalk is part of a three-way T intersection of Brook and Alan Wood Roads with Tees Boulevard (see Attachment 1). Existing traffic control is limited to a stop sign for traffic exiting Tees Boulevard to access Brook Road south towards Conshohocken or Alan Wood Road north to access Ridge Pike and the Blue Route (I-476). The selected consultant team will have experience designing mid-block signalized crossings and safety improvements for trail facilities in accordance with PennDOT regulations and all applicable permitting agencies, including Plymouth Township.
