About this opportunity

Greenville County Procurement Services Division is requesting proposals for Construction Quality Assurance engineering services for the Twin Chimneys Landfill Unit 4 Cell 5 project under RFP #27009, with sealed proposals due August 27, 2026 at 3:30 p.m. and anticipated award on September 4, 2026.

The scope requires a South Carolina licensed Professional Engineer as the CQA Engineer, supported by field personnel to conduct regular on-site construction observation, coordinate with the County and Engineer of Record, and deliver a final CQA certification report to the South Carolina Department of Environmental Services within 30 days of substantial completion. The project encompasses approximately 8.6 acres in southern Greenville County along Highway US 25, including construction and installation of a composite liner system and leachate drainage system as the fifth cell in Unit 4.

A minimum of five similar CQA projects completed within the past five years is required for the firm, CQA engineer, and on-site personnel. The contract term extends for the estimated project life, with notice to proceed scheduled for September 18, 2026.

Insurance requirements include comprehensive general liability of $1 million per occurrence with $2 million general aggregate, automobile liability of $1 million, and statutory worker's compensation with coverage limits of $1 million per accident and disease. No bonding is required.

Evaluation criteria carry equal weighting across six categories: responsiveness to the RFP, experience with similar projects, organization and staffing qualifications, project approach, overall cost competitiveness, and references. Pricing must be firm with thirty-day payment terms. The County reserves the right to reject any or all proposals, interview responders, and award in whole or in part based on best value. Greenville County also reserves the right to conduct interviews at its discretion.

A non-mandatory pre-proposal meeting is scheduled for August 5, 2026 at the Twin Chimneys Landfill site.
