About this opportunity
The City of Raleigh is requesting qualifications for professional engineering services for the Galvanized Main Replacement Phase 2 project, with qualifications due September 18, 2026, and a mandatory pre-submittal conference on August 26, 2026. This procurement is governed by the North Carolina Mini-Brooks Act (N.C.G.S. 143-64.31), meaning price is not a determining factor and selection is based solely on qualifications.
The scope includes final design services, geotechnical evaluation, subsurface utility exploration, permitting, bid phase services, traffic control planning, easement plat preparation and recordation, construction administration, and as-built survey and plans for approximately 15,320 linear feet of small-diameter galvanized water mains and repair or replacement of adjacent gravity sewer mains across nineteen identified areas within the Raleigh Water service area, including portions of Wake Forest, Wendell, and Zebulon. Design and permitting activities are expected to proceed concurrently with a target completion timeline of nine months.
Qualifications packages are limited to ten pages, plus one optional cover letter that does not count toward the page limit. Evaluation is weighted as follows: format and length requirements (5%), corporate background and experience (10%), project understanding (15%), project approach (30%), and team firm experience and qualifications (40%). Written questions are due August 28, 2026, by 5:00 PM. Contract terms include professional liability insurance of at least $1,000,000 per claim, commercial general liability coverage of $1,000,000 per occurrence, and workers' compensation insurance. The City reserves the right to reject any or all qualifications, delay award, or cancel the RFQ. All submissions become City property and are subject to North Carolina public records law.
