About this opportunity

Winston-Salem/Forsyth County Utilities (WSFCU) is requesting letters of interest from engineering firms for the Abbott's Creek Gravity Outfall Project, with submissions due July 29, 2026, and a question deadline of July 22, 2026. Priority consideration is given to firms maintaining an office in North Carolina with adequate staffing to perform the majority of work.

The scope is replacement and upsizing of approximately 5,700 linear feet of 12-inch gravity sewer to 18-inch diameter and 6,000 linear feet of 15-inch gravity sewer to 21-inch diameter along the existing Abbott's Creek alignment. Design work must address crossings of Interstate 40, Old Salem Road, Shields Road, Bridgeport Drive, and one crossing of Abbott's Creek itself. The selected firm will prepare all design documents required for permitting, easement acquisition, bidding, and construction, with optional construction administration services to be determined later. Firms must demonstrate a minimum of 35% in-house performance and must provide resumes of key personnel, organizational charts, capacity data, and documentation of similar projects completed within the last five years.

All performing engineers must be registered and in good standing in North Carolina, and the firm must be properly registered with the North Carolina Office of the Secretary of State. Professional Liability insurance coverage of at least $1 million per claim is required. No fee information is requested in the initial submission; fees will be determined during contract negotiations following firm selection.

Evaluation is weighted on Work Experience (35%), Understanding of Project (25%), Past Performance (25%), and Proposed Plan of Action (15%). WSFCU reserves the right to terminate negotiations with the selected firm and proceed with alternative firms if contract terms cannot be agreed upon. Letters of interest must be submitted in PDF format to Jake Moyer at jacobmo@cityofws.org.
