About this opportunity

The Harrisonburg-Rockingham Regional Sewer Authority (HRRSA) is requesting proposals for pre-qualification as a multi-discipline engineering firm to provide wastewater treatment design, collection, transmission, process support, and general engineering services on an as-needed basis under a basic ordering agreement, with proposals due August 21, 2026 at 10:00 a.m. HRRSA serves the City of Harrisonburg, Rockingham County, and the Towns of Bridgewater, Dayton, and Mt. Crawford.

The scope spans four service categories: wastewater treatment design and engineering (influent pump station improvements, coarse screen replacement, primary clarification improvements, plant electrical upgrades, SCADA system upgrades); wastewater collection, transmission, and pumping services (sewer system evaluations, interceptor and manhole renewal, flow capacity monitoring, Bridgewater Pump Station improvements); process support services (enhanced biological nutrient removal and anaerobic digestion evaluation); and general engineering services (structural renovations, construction administration, surveying, geotechnical evaluations). All services must comply with Virginia licensing requirements and state business authorization standards.

The aggregate contract value does not exceed $8,000,000 across the contract term, with individual task orders capped at $2.5 million. Pricing is established through task order negotiations based on agreed hourly labor rates for various personnel classifications and disciplines; task orders may be issued on a not-to-exceed lump-sum or hourly basis. The initial contract term is twelve months from the date of award or until cumulative task order fees reach the maximum, with HRRSA holding renewal options for three additional twelve-month terms.

Evaluation criteria are: specific experience and technical capabilities (30 percent weight), understanding of work and completeness of proposed plan (30 percent), past performance on time and budget delivery (25 percent), and interview presentations (15 percent). Top-ranked offerors will be invited for Microsoft Teams video conference interviews between September 28 and October 9, 2026 (twenty-minute presentation and thirty minutes of questions). The anticipated contract effective date is November 16, 2026. Procedural questions are due August 6, 2026 at 2:00 p.m. Offerors must submit one hardcopy and one PDF electronic copy, limited to forty single-sided or twenty double-sided pages (excluding required forms). Prior to contract execution, offerors must provide evidence of professional liability, workers' compensation, and automobile insurance. HRRSA reserves the right to award one or more contracts and may terminate any agreement without penalty upon ten days' written notice.
