About this opportunity

Williamson County is soliciting statements of qualifications from engineering firms to provide engineering development services including plat and driveway permit review, FEMA Floodplain Program administration, and specialized drainage and hydraulic modeling support, with qualifications due August 18, 2026. The County anticipates selecting approximately three firms, though the Commissioners Court may select more or fewer at its discretion. This solicitation explicitly excludes firms seeking to perform original county infrastructure design work such as drainage conveyance or roadway design; respondents targeting such work should not apply.

Respondents must hold registration with the Texas Board of Professional Engineers and Land Surveyors and must assign a minimum of one licensed professional engineer to directly manage all work. For floodplain assignments, the team must include one licensed professional engineer with Certified Floodplain Manager credentials. The proposed project manager must remain committed throughout the contract duration without delegation or substitution.

The scope encompasses recurring daily tasks: reviewing approximately five subdivision plats weekly and ten driveway permits weekly, attending four virtual pre-development meetings weekly, and reviewing Certificates of Compliance and Floodplain Development Permits. As-needed services include site development and subdivision construction plan reviews, complex H&H modeling using HEC-HMS and HEC-RAS software, FEMA substantial damage estimates, bridge scour analysis, floodplain violation investigations, and assistance with drainage manual revisions and grant applications. Work supports projects in the County's Road Bond Program, Road and Bridge Division, Development Services & Drainage Division, and County Facilities.

The anticipated Notice to Proceed is October 2026. Responses must include a one-page transmittal letter, organizational chart (no larger than 11" × 17"), single-sided pages addressing project manager and team experience, team availability documentation, project understanding, and quality control procedures. All resumes are limited to five pages per individual and must include complete professional employment history with specific project activities identified.
