About this opportunity

The City of Dearborn, Michigan, is requesting proposals for professional engineering design and construction engineering services on approximately 8 to 10 miles of existing local and major roads with PASER ratings of 1 to 3, with proposals due September 16, 2026, and a pre-bid meeting scheduled for August 20 at 3:30 p.m. The consultant must be a nationally recognized firm with at least 20 years of experience in water main, sewer main, and roadway improvements in major urban areas with populations exceeding 100,000 built between 1900 and 1960 — this experience threshold is a hard eligibility filter.

The scope encompasses topographical surveys, base plan preparation via CAD, utility coordination, geotechnical investigations, traffic calming studies, water main replacement design, sewer separation design, concrete and asphalt pavement design, ADA-compliant sidewalks and ramps, permit acquisition, issued-for-construction plans, contract specifications, and engineering opinion of cost estimates. The consultant must complete engineering design services within six months of contract execution, with construction bidding anticipated for June 2027 or earlier.

Proposals are scored on a 100-point scale: Understanding of Service (30 points), Qualifications of Team (30 points), Experience and Past Performance (20 points), and Cost (20 points). Cost submission uses hourly rates including all overhead, profit, and travel time via the required Cost Detail Sheet.

Insurance requirements include Commercial General Liability ($1 million per occurrence / $2 million aggregate), Professional Liability ($500,000 per claim), Owner's Protective Liability ($1 million), Workers Compensation (Michigan statutory), and Automobile Liability ($1 million combined single limit). The contract term extends through two years or December 15, 2028, whichever comes first. Construction commencement is anticipated mid-March 2028. Pre-proposal questions are due September 2, 2026. Proposals must remain firm for a minimum of 90 days. Contract award is contingent upon approval of bonds and funding. Submissions must be made via the Michigan Intergovernmental Trade Network (MITN) website.
