About this opportunity

The City of Dearborn, Michigan is requesting proposals for professional engineering design and construction engineering services for existing city local and major roads, including traffic calming initiatives and water main replacement under Phase 1, with proposals due September 16, 2026 at 3:00 p.m. via the Michigan Intergovernmental Trade Network (MITN) website. A pre-bid meeting is scheduled for August 20, 2026 at 3:30 p.m. (in-person or virtual option available).

Respondents must demonstrate a minimum of 20 years of experience as a nationally recognized engineering firm with significant expertise in water main, sewer main, and roadway improvements in major urban areas with populations of at least 100,000 built between 1900 and 1960 — a substantive qualification filter. The scope covers approximately 8 to 10 miles of roadways with poor condition ratings (PASER ratings 1–3). Design services include topographical surveys, CAD base plan preparation, utility coordination, geotechnical investigations, traffic calming studies, water main and sewer separation design, concrete pavement design, sidewalk and ADA compliance design, permit acquisition, and final issued-for-construction plans and specifications. Construction engineering encompasses construction staking, quality assurance and control, on-site management, material testing coordination, construction administration, change order negotiation, daily inspection reporting, final inspections, and 12-hour resident hotline services.

Engineering design must be completed within six months of contract execution. The construction invitation to bid is anticipated in June 2027 or earlier, with construction contract award in December 2027 and construction commencing mid-March 2028. The contract term extends through two years or December 15, 2023, whichever comes first, contingent upon approval of bonds and funding. Required insurance includes Commercial General Liability of at least $1 million per occurrence / $2 million aggregate, Professional Liability of at least $500,000 per claim, Owner's Protective Liability of $1 million, and Automobile Liability of $1 million combined single limit, all primary and non-contributory with the City named as additional insured.

Proposals will be evaluated on understanding of services (30 points), qualifications of team (30 points), experience and past performance (20 points), and cost (20 points). The City reserves the right to award by item, group of items, or total proposal and may conduct shortlist interviews. Pre-proposal questions are due September 2, 2026. Proposals must remain firm for a minimum of 90 days and be submitted in PDF format with a 20MB size limit.
