About this opportunity
The Orleans Parish School Board (OPSB) Procurement Department is requesting qualifications from engineering consultant firms to provide professional design services for capital projects involving replacement of critical building systems at OPSB-owned school facilities, with qualifications due August 27, 2026 and a virtual pre-qualifications meeting on August 13 at 10:00 a.m. CDT. DBE participation carries a 35 percent target goal worth 15 of 100 evaluation points; OPSB will award additional points based on the percentage of design fees committed to certified DBE firms.
Firms must be registered in Louisiana and responsible for assembling appropriate sub-consultant teams, which may include architects, environmental engineers, civil/site engineers, structural engineers, MEP engineers, and specialized consultants. The scope encompasses existing conditions assessments, programming, project scoping, cost estimation, project design, bidding, construction administration, and project closeout services. Projects may involve renovation and additions to existing schools, with particular emphasis on historic structures built before 1968 requiring compliance with the Secretary of Interior's Standards for the Treatment of Historic Properties.
The initial contract term is three years with two optional one-year renewal periods, not to exceed five years total. Funding derives from School Facilities Preservation Funds. Professional liability insurance must be scaled to project construction costs ranging from $1 million to $2 million. Evaluation criteria allocate points for professional qualifications (20), assigned key personnel qualifications and availability (10), sub-consultant qualifications and experience (15), recent K-12 school project experience (20), office location (5), responsiveness to problems (5), ability to meet schedules and budgets (5), and current workload and capacity (5). The evaluation committee meets September 3, 2026, with award notification and contract execution dates to be determined. Written questions are due August 18 at 4:00 p.m. CDT. OPSB reserves the right to reject any or all responses, select one or multiple firms for an approved engineering-consultant pool, or make no selections.
