DTCC seeks qualified multidisciplinary teams to provide site investigation, design development, construction documents, permitting, bidding phase support, and construction administration for projects involving new construction, renovations, repairs, and replacements of roadways, parking lots, bridges, walkways, courtyards, drainage structures, and stormwater controls. The scope and number of projects are contingent on funding availability and have not yet been determined. Firms must demonstrate experience with similar projects, organizational structure, defined project approach, site knowledge, geographical location, familiarity with public works and Delaware requirements, and appropriate professional registration. Work experience listed on GSA Standard Forms 330 or equivalent must not exceed 15 years. Familiarity with Delaware's Sediment and Stormwater Program is required; a Certified Construction Reviewer on staff is advantageous.
DTCC will award contracts for up to five years and may conduct interviews with selected firms. Evaluation criteria include experience with public school and higher education design and construction projects, experience with state and federally funded initiatives, demonstrated performance on similar projects, staff expertise, company financial stability and resources, firm familiarity with the college and project requirements, and geographic proximity to college campuses, scored against a maximum of 100 points.
Letters of Interest shall not exceed 25 pages and must include four paper copies and one electronic copy submitted to Mark DeVore at DTCC's Dover campus. Selected firms will execute either AIA Document B101-2017 or C132-2019 as applicable. Upon contract notification, consultants must provide Delaware professional licenses, current certificates of insurance, Delaware business licenses, and errors and omissions insurance policies. Basic services include civil engineering, detailed cost estimating, construction documents, as-built drawings, LEED Silver integration with emphasis on energy efficiency and stormwater management, and life-cycle cost analysis. Compensation is hourly-rate based, not to exceed phase-specific amounts. DTCC reserves the right to negotiate and award projects to one or more firms and may amend or reissue the request.
