Engineering and Design Services for Capital Boulevard Corridor Project
The City of Raleigh is requesting qualifications for one or more engineering and design firms to provide comprehensive services for the Capital Boulevard Corridor Project, with submissions due November 13, 2026. This is an RFQ issued under North Carolina General Statute Chapter 143, Article 3D (the Mini-Brooks Act), which prohibits price as a determining factor in selection — evaluation is based on qualifications alone. The scope encompasses project coordination, preliminary engineering and design (30% level), environmental documentation, public engagement, project implementation guidance, and grant support. The Capital Boulevard corridor redesign includes consolidation of northbound and southbound travel lanes; realignment with a new consolidated bridge structure being replaced by the North Carolina Department of Transportation under project BR-0050; creation of a new local street with multimodal facilities; stream restoration for Pigeon House Branch; and greenway trail development. The estimated contract term is 720 days from the City's signature, with no renewal options. The project is funded through City of Raleigh appropriations in coordination with NCDOT and the Capital Area Metropolitan Planning Organization. Place of performance is Wake County and Teachey Town, North Carolina. Evaluation criteria are weighted as follows: corporate background and experience (15%), firm financial stability (10%), project understanding (25%), project approach (25%), and team firm experience (25%). Respondents must submit audited, reviewed, or compiled recent financial statements; evidence of financial stability; references from similar projects completed within the past ten years; detailed project team information with resumes; and separate sealed envelopes containing hourly rate schedules (which will not be considered in final selection). The pre-submittal conference is October 14, 2026. Written questions are due October 21, 2026. Anticipated interviews are scheduled for December 15–17, 2026, with selection announced tentatively on December 21, 2026.
