4 SCOPE OF SERVICES

Awarded firm shall provide services, all as set forth in this RFQ and more particularly described in this Section 4 and Appendix V. The following Scope of Services is intended to be a general outline of the work and not an all-inclusive description of the professional and technical services that may be required to complete the project. Modifications to the tasks and task sequencing, which will improve the effectiveness of the effort, while containing costs, are encouraged.

Numerous coordination efforts will be included in the process and the consultant selected for this project will need to show capacity to meet deadlines identified by the City of Raleigh.

The scope of services includes the following sections:

I. Project Coordination II. Preliminary Engineering and Design III. Environmental Documentation IV. Public Engagement V. Project Implementation Guidance VI. Grant Support

4.1 Project Coordination

This project will require a high level of project management and organization, including regular coordination with multiple City departments as well as significant input from partner agencies like NCDOT and the Capital Area Metropolitan Planning Organization (CAMPO).

The work included in this RFP will also require a multi-disciplinary team with a variety of expertise. The selected firm will need to demonstrate a clear project management strategy that will not only facilitate effective and regular coordination between City departments and institutional partners, but also coordination between the firm’s selected PM and their team members and/or subconsultants. Scheduling and phasing this project to align with key funding opportunities will be essential.

4.2 Preliminary Engineering and Design (30%)

The consultant will develop designs for the future roadway, multimodal facilities, stormwater and stream relocation, and greenway facilities. The design work must be sufficient to generate any required NEPA documentation and develop reliable cost estimates.

4.2.1 Roadway and Multimodal Facility Design

NCDOT has agreed to replace the Capital/Atlantic bridges with one, consolidated, 4-lane structure. All remaining roadway and intersection work to align with the consolidated structure will be the responsibility of the City. The northbound and southbound lanes of Capital Boulevard will be re-designed to align with the consolidated bridge and facilitate efficient and safe movement of traffic. In addition to the realignment, the interchanges along the corridor will need to be evaluated and potentially modified to facilitate safer movement of vehicles, pedestrians, and cyclists. The consultant will need to prepare designs, cost estimates, and plans for the aligned Capital Boulevard Corridor, as well as intersections along the corridor and several neighboring intersections identified in the study area.

The public street right of way previously used for northbound Capital Boulevard will be re-purposed for a local street that includes fully separated pedestrian and bicyclist facilities as well as an improved public realm that may include street trees, benches, bike racks, and other amenities. The local street will extend north and tie into Crabtree Boulevard (likely through the existing private properties (PIN 1714389080 & 1714485236). The selected consultant will conduct analyses and produce designs for the most appropriate, high-quality pedestrian and bicyclist facilities for this corridor, as well as initial concepts for public realm improvements.

Multimodal Network Demand and Analysis The consultant will be asked to evaluate the existing and future broader network and various transportation modes utilizing both Capital Boulevard and the surrounding local streets.

Incorporating the effects of continued investment of public transit and active transportation facilities (bikeways, safe pedestrian infrastructure, and greenways) in volume projections and how these will contribute to long-range goals of managing growth along the corridor and reducing single-occupancy vehicle dependency.

Traffic Analysis This work will include traffic analysis and forecasting to support operating performance for the corridor’s roadway, signal, and intersection design. Detailed traffic analysis using modeling to account for the various mode users will need to be completed by the consultant and submitted to NCDOT for formal comment and approval.

Future Multimodal Network The consultant will prepare a multi-modal circulation plan for destinations within a 0.5 mile radius of the study area, including appropriate ADA accommodations. The plan will also include consideration for transit users, bicyclists, scooter riders, and pedestrians.

Coordination with Incoming Development Should new development come online within or adjacent to the study area, the consultant will assist the City in their coordination with the developer to ensure the new development delivers infrastructure that aligns with the City’s project.

4.2.2 Stormwater Design

The consultant will complete stormwater infrastructure design to align with 30% roadway plans, incorporating the requirements of the City’s Stormwater Design Manual (latest version), and identifying stormwater control measures (SCMs), if necessary. The consultant will also complete Green Stormwater Infrastructure (GSI) Policy requirements to identify locations suitable for inclusion of GSI throughout project boundary and advance to 30%/Schematic Design.

4.2.3 Stream Design

The ultimate vision for the study area includes stream restoration for the extents of Pigeon House Branch between Wake Forest Road and Crabtree Boulevard, including significant realignment of the stream channel, grading of the stream, widening of the floodplain and the development of floodplain benches for improved flood performance.

4.2.4 Greenway Facility Feasibility and Design

The 2012 Capital Boulevard Corridor Study recommends an alignment for the Pigeon House Branch Greenway Trail from its connection to the Crabtree Creek Trail on the north to Smoky Hollow Park (formerly known as Devereux Meadows Park) on the south. The Pigeon House Branch Greenway Trail is also a highly prioritized new trail project in the Capital Area Greenway Master Plan. The selected consultant will need to complete a feasibility study for the Pigeon House Branch Greenway Trail along its entire length. Following the completion of the feasibility phase, the consultant will advance the design of the greenway within the bounds of the study area to 30%.

4.2.5 Survey and Subsurface Utility Engineering (SUE)

The consultant will provide level B SUE survey including all elements in the public street right-of-way for the project’s extents. The City will provide maps clarifying survey extents to be coordinated with selected firm.

4.2.6 Geotechnical Analysis

The consultant will conduct a geotechnical subsurface investigation to include soil borings, field density tests, sampling and laboratory analysis of soils, and engineering recommendations.

Geotechnical investigations will provide information necessary to specify performance requirements for any temporary or permanent foundation protection and/or excavation support.

Investigations shall also provide soil boring information for retaining walls, structure footings, headwalls/endwalls, and culvert installations.

4.2.7 Opinion of Probable Cost

The consultant will prepare reliable cost estimates for roadway, stormwater, stream, and greenway projects recommended within the study area. The cost estimates will be updated at each key deliverable milestone, including design costs of remaining phases; local, state, and federal permit fees; land acquisition costs, including appraisal and all legal support;

construction material costs and quantities including each phase of stream restoration and associated erosion control costs; and operational, maintenance and inspection costs for any proposed stormwater and/ or flood mitigation designs.

4.2.8 Property Acquisition

The consultant will identify easements and/or property acquisitions which will be required for each phase and aspect of the project

4.3 Environmental Documentation

The land between northbound and southbound Capital is a known historical dumping ground and contaminants are anticipated to be present and require mitigation. The consultant will conduct an assessment to document the extent of the contamination and develop an environmental management plan.

4.4 Public Engagement

The consultant will support the City in engaging the public around this project. The City anticipates coordinating with a stakeholder group or steering committee, as well as three phases of broader public engagement, one to gather public input on the community’s values and priorities for the corridor, a second to provide feedback on draft designs and recommendations, and a third to inform the public of final 30% designs. The City welcomes innovative approaches to community engagement that extend beyond the traditional strategies. Depending on the type of engagement event, the consultant will be expected to produce materials such as:

• Project branding

• Surveys

• Presentations

• Accessible project renderings or visuals, including the following:

o Bird’s eye perspective view of the corridor o Illustrative, pedestrian-scale perspectives o Cross-section renderings communicating the potential stormwater storage capabilities and environmental value of the project

• Engagement facilitation activities

4.5 Implementation Guidance

The consultant will work with the City to develop a clear permit application and acquisition timeline for all local, state, and federal requirements. The consultant will also develop a construction implementation timeline for the project that accounts for the phasing of roadway, stormwater, wet and dry utility, stream, and greenway elements with a prioritization on limiting service interruption and minimizing cost impacts. The City anticipates the project being broken out into phases with key milestones, constraints, and future funding needs. The City will also look to the consultant to recommend project delivery methods (i.e. Design-Build, CMAR, traditional Design-Bid-Build).

4.6 Grant Support

The Consultant will work with the City to identify potential grant funding opportunities for the project. Should a grant opportunity arise within the timeline of this contract, the consultant will provide application support to the City, including benefit cost analysis, developing project narratives, and other required documentation.
