About this opportunity
The City of Meriden, Connecticut Purchasing Department is requesting bids for removal and disposal of a 4,000-gallon double-wall underground storage tank at Engine Company #2 (168 Chamberlain Highway) under ITB B027-12, with bids due September 9, 2026 at 11:00 a.m. A local preference provision allows City-based businesses bidding no more than 10 percent higher than the lowest bid to accept the award at the low bid price.
Contractors must hold a minimum of two years of tank removal experience and State of Connecticut certification for tank removal work — the central eligibility filter. The scope includes excavation, decontamination, and disposal of the existing tank, associated piping, and ancillary equipment, followed by backfilling and restoration of the disturbed area. Bidders must submit a comprehensive work plan within 30 days after notice to proceed, subject to 30-day owner review and approval before site work begins. Bids shall be lump sum for the complete scope.
A 10 percent bid bond is required; the successful bidder must provide Performance Bond and Labor and Material Payment Bond each equal to 100 percent of the contract price. The City is exempt from federal excise taxes and Connecticut sales and use taxes; these should not be included in bid price. Liquidated damages of $500 per day apply for delays beyond the specified substantial completion date. The contractor is responsible for obtaining all necessary permits, including State Training and Education Fund fees, and must carry general liability, automobile liability, and workers compensation insurance as specified by the City's Risk Manager.
Questions are due September 2, 2026 at 4:00 p.m. Electronic bid submissions are made via the City eProcurement Portal. Payment is made no less than 30 days following completion of services.
