About this opportunity
The Commonwealth of Pennsylvania has issued an Invitation to Qualify (ITQ) Contract #4400031205 for Energy Supply and Management Services, seeking to establish a comprehensive energy procurement framework from January 1, 2025 through December 31, 2034. The procurement covers multiple energy service categories including electricity supply, natural gas supply, renewable attribute services, electricity management services, carbon-free electricity sourcing, and renewable natural gas sourcing. Contractors must demonstrate a minimum of two years of experience in their selected commodity codes and maintain appropriate Pennsylvania Public Utility Commission licenses. For electricity-related services, contractors are required to be members in good standing with PJM Interconnection as load-serving entities. Qualifications will be accepted exclusively through the PA JAGGAER Portal, with a registration process that first requires vendors to become registered procurement vendors with the Commonwealth and obtain a six-digit vendor number. The due date for this ITQ is December 31, 2034, with technical support available through JAGGAER at (800) 233-1121.
The solicitation allows participation by Local Public Procurement Units through the COSTARS Program, with administrative fees ranging from $166 for DGS-verified Small Diverse Businesses to $1,500 for other contractors. While specific set-aside designations are not explicitly detailed, the fee structure suggests potential incentives for small and diverse businesses. Contractors must submit quarterly sales reports documenting COSTARS purchasing activity and will receive a nonexclusive license to use the COSTARS brand under specific conditions. The Commonwealth reserves the right to conduct separate competitive procurements for covered services when deemed in its best interest. Contractors are required to maintain a minimum wage of $15.00 per hour for employees, with annual cost-of-living adjustments starting July 1, 2023. Although specific award values are not provided, the ten-year contract duration and comprehensive energy service scope suggest a potentially significant procurement opportunity for qualified energy service providers.
