About this opportunity
The City of Jacksonville, Florida is issuing an RFI for energy management software, autonomous/predictive controls, and measurement and verification (M&V) services, with responses due September 24, 2026 at 4:00 p.m. This is market research only; the City does not commit to issue an RFP, award a contract, or reimburse response costs.
The RFI seeks vendor information across nine topic areas: company background and public-sector experience; software platform capabilities and integration protocols; autonomous control methodologies and cybersecurity protections; IPMVP-validated M&V compliance; data ownership and portability terms; pricing structures and total cost of ownership; pilot project feasibility; fire prevention and life-safety coordination capabilities; and workforce development program offerings. The City intends to understand whether platforms are proprietary or open-source, integration capabilities with existing building automation systems, whether autonomous control can be decoupled from implementation services, and verified savings case studies. Responses are limited to 15 pages, exclusive of attachments and product literature, and must be submitted as a single PDF through the City's 1Cloud e-procurement system. Partial responses are welcome; respondents may answer any or all sections.
A future RFP, if issued, will proceed under Florida Statute 489.145 (Guaranteed Energy, Water, and Wastewater Performance Savings Contracting Act) and 287.055 (Consultants' Competitive Negotiation Act). The RFI is funded in part by an EPA Climate Pollution Reduction Grant and is connected to the City's facility-level energy audit of high-consumption meters. No pre-bid conference or bidder's meeting is scheduled. Respondents must identify any information claimed as proprietary or confidential, though materials are generally subject to disclosure under Florida's Public Records Law, Chapter 119.
