About this opportunity

The New York State Office of Temporary and Disability Assistance (OTDA) is requesting proposals from up to five qualified vendors to provide Consultative Examinations (CE) for individuals referred by Local Departments of Social Services, with proposals due October 20, 2026. The scope spans five regions across New York State: Long Island (Nassau, Suffolk); Lower Hudson and Delaware Valley (Sullivan, Ulster, Dutchess, Putnam, Orange, Rockland, Westchester); Capital Region/North (Albany, Columbia, Greene, Schoharie, Rensselaer, Schenectady, Montgomery, Fulton, Saratoga, Washington, Warren, Essex, Franklin, Hamilton, Clinton, St. Lawrence); Central/North (Broome, Chemung, Delaware, Chenango, Otsego, Cortland, Tioga, Tompkins, Schuyler, Seneca, Cayuga, Onondaga, Madison, Herkimer, Oneida, Oswego, Lewis, Jefferson); and Western (Chautauqua, Cattaraugus, Allegany, Steuben, Yates, Ontario, Livingston, Wyoming, Erie, Niagara).

Vendors must provide independent medical and psychiatric/psychological examinations and intelligence evaluations to support District determinations of employability, potential referrals to the Social Security Administration for federal disability benefits (Supplemental Security Income and Medical Assistance), and assessment of medical or psychological impairments affecting compliance with Independent Living Plans in homelessness cases. In Region 1 (Long Island), bidders must maintain at least one location in each participating District due to high population density. OTDA makes no guarantee of District participation or volume of referrals, introducing material demand uncertainty.

The contract structure awards up to five vendors—one per region. Contract value, term, evaluation criteria, and the question or pre-bid timeline are not specified in the source material.
