About this opportunity
The City of Columbus is soliciting bids on a Universal Term Contract (blanket) for emergency vehicle lights and warning equipment through November 30, 2028, with proposal submission due August 20, 2026 and specification questions due August 3, 2026.
Bidders must demonstrate a minimum of five years of documented experience supplying similar equipment and provide references from at least four customers with comparable scope, complexity, and cost. The scope covers emergency lights, sirens, and auditory warning products for three manufacturer lines: Whelen, Code 3, and Ecco. All work is placed on FOB Destination with freight prepaid and allowed.
Pricing must be submitted as firm, fixed discounts off published price lists or catalog pricing. Bidders must state their discount percentage, applicable price list with effective date or website address, delivery lead time in calendar days, and any minimum order requirements. No price adjustments are permitted during the first twelve months. Thereafter, a maximum of two adjustments may occur if suppliers provide thirty days' notice and documentation of cost increases due to raw materials, labor, or freight. If cumulative price increase requests exceed 15 percent, the City may cancel the agreement with thirty days' written notice.
The City estimates annual spending of approximately $50,000, though this is not a guaranteed minimum purchase requirement; the City reserves the right to purchase up to twice the estimated quantity. The City intends to award multiple contracts to the lowest, responsive, and responsible bidders. Successful awardees must implement their catalog or price list in the City's E-Catalog system prior to final contract execution and comply with all City of Columbus ordinances including wage theft prevention (Chapter 377), equal opportunity requirements (Title 39), and diversity inclusion provisions. All subcontractors must hold valid contract compliance certification. Specification question responses will be posted by 11:00 a.m. on Thursday, August 6, 2026.
