About this opportunity

Santa Cruz County General Services Department is requesting proposals for Emergency Response and Disaster Recovery Support Services across five service categories—Emergency Feeding Services, Emergency Transportation Services, Access/Community Support & Public Information Services, Laundry and Linen Services, and Community Services Coordination and Voluntary Agency Support—with proposals due October 9, 2026 at 5:00 p.m. Pacific Time and questions due September 25, 2026 at 5:00 p.m. Contractors must be fully licensed, insured, bonded, and certified; vendors may apply to one or multiple service categories.

Service activation occurs on an as-needed basis upon County request with no minimum quantity of work guaranteed. Pricing structures must be scalable and cannot employ cost-plus-a-percentage or percentage-of-cost models. For Emergency Transportation Services and Laundry/Linen Services, which are living-wage-applicable services, the County reserves the right to negotiate proposed costs prior to contract signing; agreed-upon rates remain firm through the initial contract term. Any rate increases upon renewal are limited to the Consumer Price Index change for the San Francisco, Oakland, and Hayward area plus the annual Living Wage increase.

The contract term runs through December 31, 2029, with two optional one-year extensions. Contractors must maintain detailed service records—dates, locations, personnel, hours worked, equipment, quantities—for a minimum of three years from the County's final expenditure report submission to state or federal disaster assistance programs. Invoices must be itemized and supported by documentation substantiating services and costs. Required certifications include Certificates of Insurance for Liability, Automobile, and Workers' Compensation, plus all applicable Federal, State, and County licenses and permits.

The County will publicly open proposals on the OpenGov Procurement portal after the submittal deadline. Answers to questions will be disseminated by October 2, 2026. The County anticipates award in November 2026, with Board of Supervisors approval targeted for December 2026. Award is contingent on Board approval and funding availability.
