About this opportunity
The City of Amarillo is requesting qualifications for professional architectural and engineering services to plan, design, and permit a new Emergency Operations and Communications Warehouse Facility, with proposals due August 13, 2026 and questions due August 3. A local preference provision under Texas Local Government Code Section 271.9051 applies: vendors with a principal place of business in Amarillo city limits may receive award consideration if their proposal falls within 5% of the lowest non-local bid price, provided the City determines in writing that the local vendor offers the best combination of price and economic development benefits.
The scope includes comprehensive A/E services for a pre-engineered metal building approximately 100 feet by 200 feet located near Northwest 24th Avenue and North Hughes Street in Amarillo. Deliverables span planning, design, engineering, permitting, cost estimating, and construction documents across architectural, structural, civil, mechanical, electrical, plumbing, fire protection, and landscape disciplines. The facility must accommodate administrative offices, meeting and training rooms, IT and data rooms; warehouse and shop areas with two full drive-through bays for semi-trucks, one pull-in bay, and equipment storage; and secure laydown yards. Design requirements include ADA and Texas Accessibility Standards compliance, Crime Prevention Through Environmental Design principles, energy efficiency, a minimum 50-year service life, and integration of Verkada security cameras and EcoStruxure systems. The project completion timeline is 180 calendar days.
Evaluation criteria include understanding of requirements, familiarity with the Amarillo project area, experience with similar municipal projects and design types, reference quality, and ability to meet time and budget requirements. Pricing information is prohibited from responses. The selected firm must provide Professional Liability Insurance of $1 million per claim and maintain additional City-required coverage. Proposals must remain valid for 120 days. Respondents must submit three governmental references, certify compliance with federal debarment and suspension provisions for contracts $25,000 or more, provide Texas Form 1295 (Disclosure of Interested Parties), and certify compliance with Texas prohibitions on Iran/Sudan/foreign terrorist organization business, Israel boycotts, firearm-entity discrimination, and energy-company boycotts (the latter two for contractors with ten or more full-time employees on contracts $100,000 or more). Proposals must be submitted electronically through the City's Euna Procurement platform.
