About this opportunity
The City of Waterbury and Waterbury Public Schools (Department of Education) are jointly requesting proposals to establish one or more approved roofing contractors for emergency and on-call services, with proposals due November 3, 2026 at 11:00 a.m. No state SBE or MBE set-aside applies.
Eligible proposers must demonstrate at least five years of experience in commercial and institutional roofing repair and emergency response, hold current Connecticut registrations and licenses, and maintain 24-hour-per-day, 365-day-per-year emergency response capability. Scope includes immediate response to active leaks and storm damage, temporary stabilization, diagnostic inspections, routine repair and maintenance, and permanent repairs at occupied schools, municipal buildings, and public facilities throughout Waterbury.
The City reserves the right to award to one or multiple contractors and to rotate work based on availability, expertise, response time, price, and prior performance. The contract term is three years from Notice to Proceed. Compensation is time-and-materials based on the Contractor's Price Proposal with hourly rates for personnel and materials; the City is exempt from federal excise, transportation, and state and local sales taxes. The City reserves the right to withhold 5% retainage and, if contract value exceeds one million dollars, an additional 2% monthly for contract compliance reporting. Proposals exceeding $50,000 require a bid bond or certified check equal to 10% of total proposal price.
Contractors must carry general liability insurance of $1,000,000 per occurrence with $2,000,000 aggregate, automobile liability of $1,000,000 combined single limit, workers' compensation at statutory limits, and excess/umbrella and pollution liability coverage with the City named as additional insured on a primary and noncontributory basis. Prevailing wage rates established by the Connecticut Department of Labor apply. Questions are due October 23, 2026 at 2:00 p.m., with responses available by October 27. Proposals must include one original and three paper copies plus a PDF on CD or flash drive, submitted to the Director of Purchasing at 235 Grand Street, Room 103, Waterbury, Connecticut 06702.
