About this opportunity

The Regional Transportation District (RTD) in Denver, Colorado is requesting proposals for development of a System Security Plan and Threat and Hazard Identification and Risk Assessment, both required for Transit Security Grant Program applicants, with proposals due August 6, 2026 at 9:00 a.m. via RTD's OpenGov procurement portal. A non-mandatory pre-proposal briefing is scheduled for July 16, 2026 at 9:00 a.m. via Microsoft Teams, and the written inquiry period closes July 23, 2026, with RTD responses due July 30, 2026.

RTD has not specified a Small Business Enterprise participation goal but encourages proposers to pursue subcontracting and teaming with SBEs and document diversity efforts. The scope requires development of two sequential documents over approximately three years: a System Security Plan establishing a framework to protect people and infrastructure, developed through research and coordination with RTD's Transit Police Department; and a THIRA identifying events of greatest significance to the agency, developed through research of regional assessments and RTD infrastructure specifications. The contractor must schedule a project kickoff meeting within seven days of Notice to Proceed and conduct it within twenty-one days. A detailed project schedule using critical-path-method methodology in Microsoft Project or RTD-approved alternative must be submitted within thirty days of NTP. The contractor must maintain weekly or bi-weekly progress meetings, provide monthly status reports, maintain an accessible action-item list and issue tracking system, and conduct site visits with at least two weeks' notice. All documentation shall be submitted electronically in English using Imperial measurements in Microsoft Office, Adobe PDF, or scanned formats.

The contract is fixed-price with a three-year performance period and no option periods. Award will be based on best-value competitive procedures. Evaluation criteria are weighted equally at 20 percent each: approach to scope (20%), cost (20%), past relevant experience with subject matter and government entities (20%), ability to provide services including timeline development, budgeting, planning, and team training (20%), and staff qualifications (20%). Final selection is anticipated by August 20, 2026. All proposals must comply with Web Content Accessibility Guidelines 2.1 and technical proposals shall not exceed 10 pages; cover letters are limited to two pages. Proposers must submit certifications regarding debarment, lobbying, federal tax liability, organizational conflicts of interest, telecommunications and video surveillance services, current W-9 forms, workforce statistics, and key personnel information.
