About this opportunity

The City of Lubbock, Texas is requesting bids on emergency generators for hazard mitigation under ITB 26-19785-TF, with bids due October 13, 2026 at 2:00 p.m. A non-mandatory pre-bid meeting via Zoom is scheduled for September 30, 2026 at 10:00 a.m. The City reserves local bidder preference in case of tie bids.

The scope encompasses furnishing all labor and materials to construct and install emergency generators as part of a hazard mitigation initiative. The contractor must comply with Texas Government Code Chapter 2258 regarding prevailing wage rates and all federal and state wage laws, equal opportunity employment requirements, and domestic preference provisions for materials and products produced in the United States. The contractor must obtain a limited sales, excise, and use tax permit and secure all required insurance coverage, including workers' compensation, before commencing work.

The estimated project budget is $4.8 million. The contract term extends 730 consecutive calendar days from the Notice to Proceed, which the City will issue 30 days following City Council award approval on November 3, 2026. Bid opening and public reading will occur on October 13, 2026 at 2:00 p.m. at the office of the Director of Purchasing and Contract Management at Citizens Tower, 1314 Avenue K, Floor 9, Lubbock, Texas, or via Zoom teleconference.

Bid security of not less than 5% of the total proposal is required; failure to include such security results in bid disqualification. If the contract price exceeds $100,000, a performance bond equal to 100% of the contract price is required; if it exceeds $50,000, a payment bond equal to 100% of the contract price is required, with both bonds issued by companies carrying a Best Rating of "A" or better. Bidders may submit requests for clarification and any protests in writing no later than five calendar days prior to the bid closing date. Bids may be submitted electronically through Bonfire or in hard copy format.
