About this opportunity

Orange County Waste & Recycling is requesting bids for emergency generator maintenance and repair services at four landfill facilities—Prima Deschecha, Olinda Alpha, Frank R. Bowerman, and Coyote Canyon—under IFB #299-3071202-WO, with bids due July 17, 2026 at 2:00 p.m. A 5% preference deduction (maximum $100,000) applies to certified Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) bidders.

The scope covers preventive maintenance (routine inspections, lubrication, oil analysis), corrective maintenance (diagnostics and troubleshooting), and miscellaneous services including component enhancements and system upgrades for standby diesel generators. The generator fleet includes models from Generac (SD0800K, MDG 25IF4-20KW, RD030022JDAL-30KW), Caterpillar (D30-8S-30KW, D30-10-30KW, D30-ES-23KW, CAT 3406 DITA-300KW), and Kohler (125REOZJD-125KW). Contractors must employ personnel certified by the Electrical Generating Systems Association (EGSA) and comply with NFPA 110 standards. The contract requires real-time remote monitoring of all generators with universal compatibility. All parts, lubrication, and materials must be OEM-approved or equivalent.

Bidders must provide separate pricing for each generator model and service category, including monthly, semi-annual, annual, and bi-annual preventive maintenance levels; battery replacements; load bank tests; cooling system services; and labor rates for both regular and emergency responses. Pricing must be firm for the entire contract term with no allowance for profit increases, though price decreases automatically extend to the County. Bids are valid for 365 days following the solicitation closing date. The County reserves the right to make multiple awards, negotiate with the lowest responsive and responsible bidder, or withdraw the solicitation. Award recommendations are based on the lowest responsive, responsible bid, and the County may defer award for up to 180 days during which bidders must guarantee quoted prices.
