About this opportunity

The City of Jacksonville, Florida, Fire and Rescue Department is requesting bids for emergency food services to support the Emergency Preparedness Center and satellite locations throughout Duval County during declared emergencies under ITB 17970-26, with bids due July 24, 2026 at 4:00 p.m. EST and questions due July 14, 2026. Award will be made to all qualifying vendors meeting minimum qualifications; vendor selection at the time of an event is based on City needs, vendor availability, proximity to service locations, and event severity.

Bidders must submit pricing in either Group 1 (brick-and-mortar establishments and catering services) or Group 2 (food trucks) using the provided price sheet with all items and quantities unchanged. Minimum qualifications include Florida and Duval County licensure, demonstrated experience with individually packaged meals, current business and food handlers certifications, and copies of current health inspection records. All bids must comply with federal funding provisions under C.F.R. 200.317–327, as the project may be funded partly or wholly by the Federal Government. Required federal attachments include certifications regarding debarment, lobbying, anti-collusion, conflict of interest, drug-free workplace, E-Verify compliance, public entity crimes, and Buy American preference compliance.

The contract has an initial one-year term with four one-year renewal options, subject to approval by both the supplier and the City. No funding is allocated during the contract term; the contract operates on an as-needed basis. The estimated total contract amount is $967.38. All pricing must remain firm for the first year, after which suppliers may request escalation based on the Consumer Price Index or documented industry-wide increases at the City's discretion. The City encourages participation from Jacksonville Small and Emerging Businesses and reserves the right to re-advertise the bid prior to renewal. No pre-bid conference is scheduled.
