The City of Raleigh, North Carolina, Emergency Communications Department is requesting proposals for annual cleaning of its 911 Emergency Call Center console workstations, with proposals due November 13, 2026 at 5:00 PM EST under RFP CleaningRFP2027.pdf.
The scope requires vacuum, clean, and sanitize all interior and exterior surfaces of 53 main call center console workstations using HEPA-certified eco-friendly cleaning solutions; inspect all console components for abnormalities and damage; and provide a detailed inspection report. Service must be performed during business hours (8:00 AM to 5:00 PM) over 3–5 business days with rotating station access to maintain call center operations without disruption. Proposers must demonstrate a minimum of three to five years of experience performing similar cleaning services in 911 or Public Safety Dispatch Centers, obtain CJIS certification for all employees, complete background checks, and maintain commercial general liability insurance with combined single limits of $1 million each occurrence and $2 million aggregate.
Contract term will be defined by the City in the executed contract, with potential options to renew or extend. Proposers must submit a not-to-exceed total contract amount with itemized cost breakdowns; hourly rates must be fully burdened to include all overhead and profit.
Evaluation criteria are corporate background and experience (20 points), firm financial stability (20 points), project understanding (20 points), project approach (15 points), team firm experience (10 points), and proposed cost (15 points), with potential interviews adding up to 5 additional points. The City reserves the right to reject any or all proposals and is not bound to accept the lowest price. Selection is anticipated to be announced December 1, 2026. No pre-proposal conference or site visit is scheduled.
