About this opportunity

Washington County Health and Human Services – Behavioral Health: The Addictions Program (Oregon) is seeking Letters of Interest for Embedded School Substance Use Disorder Prevention services throughout Washington County, with responses due September 4, 2026 at 4:00 p.m., and contractor selection scheduled for September 11, 2026. This is a critical eligibility gate: providers must already be currently delivering embedded school SUD prevention services in Washington County schools to qualify.

The scope encompasses evidence-based prevention, outreach, engagement, skill development, assessment, education, coordination, and referrals for students in public schools identified with problematic substance use or substance use disorders, as well as their family members, with emphasis on universal prevention and intervention. Contractors must serve at least 1,500 youth annually, comply with 42 CFR Part 2, participate in quality assurance and improvement processes, and submit quarterly compliance and program reports.

All providers must hold Oregon Administrative Rule certifications and maintain comprehensive insurance: General Liability ($500,000), Worker's Compensation, Automobile Liability ($1 million/$2 million with additional insured endorsement), Professional Liability ($1 million/$3 million), Cyber-Security Insurance, and Sexual Abuse & Molestation Liability ($3 million).

The contract period runs July 1, 2027 through June 30, 2032 with annual renewal options. Washington County does not guarantee equal or consistent funding among contracted providers year to year; contract amounts are based on services provided, utilization, capacity to deliver, and negotiated budgets. Funding is subject to availability of funds and demonstrated need. If the number of interested proposers does not exceed available contracts, the County reserves the right to negotiate directly and forego a formal RFP process. Questions are due August 28, 2026. Contact Kiersten Vanderhoof, Procurement Analyst II, at kiersten_vanderhoof@washingtoncountyor.gov or (503) 846-3585. Responses must be submitted electronically through the procurement portal at https://secure.procurenow.com/portal/washington-county-or.
