About this opportunity
North Carolina Central University is requesting proposals for comprehensive elevator inspection, preventative maintenance, and repair services for sixty-four passenger and freight elevators, escalators, dumbwaiters, and lift systems across its Durham campus under RFP #61-RFP25010, with proposals due July 21, 2026 at 2:00 p.m. EST.
Vendors must be North Carolina registered with the Secretary of State and hold an active eVP (Electronic Vendor Portal) number. All personnel require background checks completed within ninety days of contract execution and must comply with ASME A17.1, ASME A17.2, and North Carolina Department of Labor Elevator Division requirements.
The equipment portfolio spans manufacturers including Otis, Schindler, Kone, and ThyssenKrupp, with ages from 1967 to 2023 and includes hydraulic and traction passenger elevators, freight elevators, wheelchair lifts, accessibility lifts, and dumbwaiters. Required services encompass routine inspections, scheduled preventative maintenance, diagnostic services, emergency response with two-hour onsite response times, and comprehensive documentation and reporting. Pricing must include monthly and annual preventative maintenance costs per unit, inspection service pricing for annual elevator inspections and category and re-inspection testing, standard hourly labor rates with identified premium multipliers for overtime and emergency services, parts and materials markup percentages for OEM and non-OEM parts, and emergency response service fees.
The contract term is one year from final execution, with University options to renew for up to two additional one-year terms with ninety-day written notice. The University reserves the right to make separate awards for specific line items or cancel the solicitation.
Evaluation uses best-value methodology ranked by technical approach and methodology, experience and qualifications, service levels and response times, price proposal, and references and past performance. A non-mandatory site visit is July 2, 2026 at 10:00 a.m. EST at NCCU Physical Plant Conference Room 206. Questions are due July 3, 2026 by 2:00 p.m. EST, with responses provided by July 14, 2026. Vendors must submit three customer references, financial stability certification, and HUB supplemental vendor information. All personnel must comply with daily sign-in and sign-out procedures; invoices cannot be paid until inspection and acceptance of services occur.
