About this opportunity
The City of Rocky Mount, North Carolina is requesting proposals for elevator service and repair maintenance across seventeen city facilities with proposals due October 1, 2026 at 3:00 p.m. ET, with a non-mandatory pre-bid meeting on September 23 at 10:00 a.m. at 331 S Franklin Street.
A local-vendor preference applies: eligible local bidders may match the lowest non-local bid price within five percent or $25,000, whichever is less. A ten percent aspirational minority business participation goal is stated, with documentation of good faith efforts required if unmet.
The scope covers full-service maintenance of seventeen elevators across multiple city facilities—the administrative complex, police department, judicial center, bus station, water plants, warehouses, cultural centers, and transit stations—with capacities ranging from 400 pounds to 10,000 pounds. The contractor must maintain elevators in accordance with original design and performance specifications, operate Monday through Friday 8:00 a.m. to 5:00 p.m. with 24/7 emergency callback service at no additional cost, and maintain spare parts inventories on-site with delivery of critical components within forty-eight hours. Performance must meet ANSI A17.1 standards including original contract speeds, leveling accuracy, door operation times, and emergency systems. Vendors must demonstrate financial capability, provide at least three references for similar projects, and comply with North Carolina E-Verify requirements for all employees.
Pricing shall be submitted as a total annual base proposal cost on Attachment A, with all materials, equipment, and labor included. Monthly invoices are due within fifteen days of month-end for payment within thirty days. Failure to perform required maintenance within fourteen days of notice constitutes default.
Questions are due September 25 at 5:00 p.m., with City responses provided by September 29. Award will be made to the lowest responsible, responsive bidder, considering quality, performance, and time for performance. Contract term is not specified.
