About this opportunity

The City of Stockton Public Works Department is requesting proposals for comprehensive elevator maintenance and repair services across six City-owned locations, with proposals due September 10, 2026 at 5:00 p.m. and a local-vendor preference structure that awards up to 5 points to contractors with a physical business location within Stockton.

The scope covers full-service maintenance and repair of thirteen elevators, one dumbwaiter, and one chair lift. The contractor must furnish all materials, labor, supervision, tools, supplies, and equipment necessary for preventive maintenance, inspections, adjustments, tests, component replacements, and repairs to maintain continuous operation at established capacity and efficiency, all in compliance with California Code of Regulations Title 8 and applicable building, electrical, fire, accessibility, and safety codes.

Eligibility requires a valid California Class C11 elevator contractor's license, Certified Competent Conveyance Mechanic (CCCM) certification, and Certified Qualified Conveyance Company (CQCC) status. A City of Stockton Business License is also required.

The contract term is five years. The cost proposal must include fixed monthly maintenance rates and load test charges for the entire five-year term, with all taxes, equipment, materials, supplies, travel, fuel, and mileage included in quoted rates. The City does not guarantee minimum work volume and reserves the right to use other contractors if determined in its best interest.

Evaluation weights are technical approach and resources (30 points), staffing and resources (25 points), cost proposal (25 points), qualifications and experience (15 points), and local preference (5 points). Contractors within San Joaquin County receive a 2-point preference; those within Stockton receive an additional 3-point preference. A minimum of three client references from California cities or public entities is required.

Written questions were due August 28, 2026. Site visits may be requested through the Project Manager. Interviews are scheduled to begin September 14, 2026, with City Council approval anticipated by November 10, 2026.
