About this opportunity
The City of Newport News, Virginia Department of General Services is requesting proposals for comprehensive elevator inspection services for city-owned facilities on an as-needed basis under RFP No. 27-1353-1108, with proposals due August 25, 2026 at 5:00 p.m. The City intends to award to two or more qualified contractors.
The scope covers periodic and acceptance inspections and safety testing of 58 active elevator units across 27 buildings — 30 hydraulic units, 24 traction units, 3 chair/stair lifts, and 1 dumbwaiter — in accordance with the Virginia Uniform Statewide Building Code. Inspectors must average one hour per unit per inspection, witness all safety tests during normal business hours at no additional cost, verify maintenance documentation and checklists, confirm emergency systems operation, and submit signed inspection reports within specified timeframes.
Contractors must carry Commercial General Liability insurance of $1 million per occurrence, Automobile Liability coverage of $1 million combined single limit, Umbrella Liability coverage of $2 million, and Workers' Compensation coverage. The City does not require a specific contractor license classification. All labor, supervision, and equipment costs are the Contractor's responsibility. Small, women-owned, minority-owned, and service-disabled veteran-owned businesses are encouraged to participate and offer subcontracting opportunities.
The contract is established for an initial one-year period with options to renew for four additional one-year periods and may be extended for up to six months beyond the final renewal period by mutual agreement. Price adjustments are permitted annually based on the Producer Price Index for Commercial Machinery Repair and Maintenance, not to exceed the PPI change and limited to a maximum 5 percent increase per period, with 30-day advance notification required. Payment terms are Net 30 days. Proposals are evaluated on demonstrated understanding and approach, successful experience with similar services, key personnel experience and knowledge, price, and proposal completeness. Questions are due August 18, 2026 at 1:00 p.m. Proposals must be submitted through the City's OpenGov Procurement e-portal.
