About this opportunity
Alameda County General Services Agency is issuing an Informal Request for Quotation (IRFQ No. 902746) for electronic waste recycling services, a three-year revenue-generating contract with an option to renew for two additional years and multi-award to up to three highest-paying responsive and responsible bidders, with responses due July 17, 2026 at 2:00 p.m. and questions due June 26, 2026.
Small Local Emerging Business (SLEB) participation is mandatory: non-certified SLEB bidders must subcontract with a certified SLEB for at least 20 percent of the estimated bid amount, and certified SLEB bidders receive up to 5 percent bid preference on procurements over $25,000. Bidders must hold current Responsible Recycling (R2) certification from Sustainable Electronics Recycling International and demonstrate at least three years of continuous experience in electronic waste recycling services.
The County seeks pickup and processing of surplus electronic equipment—computer desktops, laptops, monitors, servers, and printers—from the GSA-Property & Salvage warehouse at 15800 Foothill Boulevard, San Leandro, California 94578. Pickup must occur during Monday through Friday business hours (8:00 a.m. to 12:00 p.m.) and be completed within five business days of the County's request. This is a revenue-generating contract under which bidders pay the County based on the value of recovered recyclable materials; pricing must remain fixed and firm for the initial three-year term, though market-driven revenue increases pass through to the County without amendment. Contractors must issue payments to the County within 30 days of material pickup, maintain computerized systems for receipts and reports, and comply with all state, federal, and local environmental and recycling regulations.
Contractors must carry $1 million commercial general liability and auto liability coverage per occurrence and workers' compensation insurance at California statutory limits. Responses must be submitted electronically through the County of Alameda Procurement Portal. The evaluation period runs July 17–31, 2026; Notice of Intent to Award is scheduled for August 1, 2026, with contract start August 24, 2026.
