About this opportunity

The School District of Palm Beach County, Florida is requesting bids for electronic waste recycling services under Solicitation No. 26C-69C, with proposals due August 4, 2026 at 2:00 p.m. EST. The District has established a 5% Small Business Enterprise preference for District-certified SBEs if pricing does not exceed the lowest bid by more than $50,000 or 5%, whichever is less.

Successful bidders must hold third-party certification from two or more of three accredited e-waste recycling standards: ISO 14001, Responsible Recycling Practices (R2), or e-Stewards certification. The scope covers pickup, dismantling, processing, recycling, and proper disposal of District-owned electronic waste across more than 200 school locations throughout Palm Beach County. The awardee must supply Gaylord boxes at no cost to the District, complete pickups within fifteen business days (no more than twenty) of service request, provide certificates of data destruction and recycling, and submit monthly reports with itemized invoices and Bills of Lading. Pickup and processing services are provided at no cost to the District; the awardee receives payment only if applicable after itemized pricing is invoiced.

The District intends to award contracts to primary, secondary, and tertiary bidders based on lowest "net to district" cost from responsive and responsible vendors. The initial contract term is three years from award with two optional one-year renewal periods by mutual agreement. Pricing must remain firm for the entire contract term and renewal periods unless price escalation is requested with documentation thirty days in advance; the District does not guarantee quantities and reserves the right to adjust estimated volumes up or down.

Bidders must submit proof of end-market agreements, five customer references, three years of financial statements, current business licenses, and certificates of authority. Required insurance includes commercial general liability ($1,000,000 minimum), business automobile liability ($500,000 minimum), workers' compensation, pollution liability ($1,000,000 per occurrence / $3,000,000 aggregate), and technology professional liability / cyber insurance ($5,000,000 minimum). Bid tabulations and intent to award will be posted August 17, 2026 at 3:00 p.m. EST.
