A mandatory Disabled Veteran Business Enterprise (DVBE) participation requirement of no less than three percent applies to all bids exceeding $15,000, with an incentive structure offering one to five percent bid reduction based on DVBE participation levels. A five percent Small Business/Micro Business preference is also available to certified firms, with a maximum adjustment of $50,000; non-small businesses may claim a five percent preference by committing to 25 percent or greater Small Business/Micro Business subcontractor participation.

The scope encompasses maintenance, inspection, repairs, replacement, testing, certification, calibration, report preparation, fire alarm design, and replacement of fire alarm panels, annunciator panels, computers, printers, and security-integrated fire alarm system components across CDCR facilities statewide. Preventative maintenance is performed semi-annually and annually in compliance with NFPA Chapter 14 standards. Repair services have a 48-hour response requirement during normal business hours (7:00 a.m. to 4:00 p.m., Monday through Friday), with emergency services available outside normal hours at an elevated rate. Equipment specifications include fire alarm control panels, smoke detectors, heat detectors, pull stations, strobes, horns, and related components from manufacturers including Edwards, Notifier, Silent Knight, Pyrotronics, and VESDA.

Bidders must hold a valid California Contractors State License Board C-10 Electrical Contractor license or equivalent, current NICET certifications for all technicians, and specific manufacturer certifications for equipment brands used at awarded locations. Pricing is submitted on an Exhibit B-1 Rate Sheet with line items for preventative maintenance and safety inspection hourly rates, repair services hourly rates by manufacturer type, fire alarm design hourly rate, and emergency repair services hourly rate. The agreement is a Master Agreement with separate Purchase Orders issued for each participating location; bidders may submit for one or more locations. CDCR reserves the right to award multiple agreements and add or decrease participating locations throughout the contract term. The contract term runs through September 30, 2029. Letters of inquiry are due October 7, 2026. Addendum 1 removed mileage restrictions for Salinas Valley State Prison. Public bid opening is scheduled for October 19, 2026 at 2:00 p.m.
