The City of Dallas is soliciting bids to establish a three-year Indefinite Delivery/Indefinite Quantity service price agreement for electrical switchgear repair services for the Department of Facilities Management and Dallas Water Utilities, with bids due September 18, 2026 at 1:00 p.m. CST. The City applies a local-vendor preference allowing qualified Dallas-based firms within five percent of the lowest bid to be considered for award.
Bidders must demonstrate a minimum of five years of established experience in electrical switchgear repair services and provide five references or supporting documentation. The scope includes routine and emergency inspections, testing, troubleshooting, and repair of electrical switchgear, substation transformers, power-correction equipment, variable frequency drives (VFDs), soft starts, and switching equipment. Most work is performed on-site; major repairs are conducted in the bidder's shop. The contractor must maintain 24/7 customer service availability, respond to communications within one hour, and provide project quotes within three business days.
The City's DRIVE (Developing Regional & Inclusive Vendor Enterprises) policy requires bidders to demonstrate good faith efforts to meet established small business enterprise (SBE) participation goals. A wage floor of $23.06 per hour applies to this general services contract. Pricing must remain firm throughout the initial three-year term, with adjustments considered only at renewal or extension.
Compliance documents required include Business Information Forms, Conflict of Interest questionnaires, Local Preference Affidavits, Living Wage Affidavits, and SBE documentation. A $100 bid security is required. The contract commences upon City Council approval and execution, with an option for one additional one-year renewal requiring mutual agreement. The pre-bid meeting is scheduled for September 3, 2026 at 10:30 p.m. CST via Microsoft Teams. Questions are due September 7, 2026 at 12:00 p.m. CST. The City reserves the right to award to the lowest responsible bidder or reject all bids.
