About this opportunity

New York State (through LND) is soliciting proposals for electrical switchgear maintenance and partial discharge testing at Sing Sing Correctional Facility in Westchester County, with proposals due September 25, 2026. This solicitation is restricted to New York State–certified MWBE and SDVOB firms as subcontractors, a decision-flipping set-aside.

The scope spans testing, maintenance, and partial discharge diagnostics on 15 kilovolt vacuum circuit breakers, protective relays, transfer switches, facility transformers, battery banks and chargers, and analog metering systems, with visual inspections of electrical distribution systems across multiple facility buildings. The facility's main outdoor metal-clad walk-in switchgear contains two main breakers, six feeder breakers, one generator breaker, and one bus-tie breaker (General Electric AM4 16-250-8H air magnetic circuit breakers); protective relaying includes twenty-four General Electric Type IAC overcurrent relays, two ICR directional relays, and one undervoltage relay. The scope includes partial discharge testing at approximately 40 manhole covers (exact number to be agreed upon during the mandatory pre-bid site visit). The contractor must provide and operate portable generators to maintain critical facility power during outages, coordinate outage scheduling, and install temporary power connections; work may occur during off-hours as coordinated by the facility.

The electrical infrastructure upstream comprises three incoming services at 13,200 volts stepped down to 208 volts via Con Edison network transformers and protectors, then fed through two 3000A bolted pressure switches to two 1000 kilovolt-ampere oil-filled transformers that step power to 2400 volts for facility distribution. A mandatory pre-bid site visit is required.

LND is seeking New York State (NYS) - certified MWBE and SDVOB Firms to partner with us as subcontractors on this solicitation. ----------------------------------------------------------------------------------- PROJECT OVERVIEW: The facility is powered via three (3) incoming electrical services. The incoming service is 13,200 volts, which is stepped down to 208 volts via Con Edison owned network transformers couples to low voltage network protectors. This 208-volt service is then fed to the facility via two (2) 3000A bolted pressure switches which power two (2) 1000KVA oil filled transformers which step the power up to 2400 Volts, which is then distributed throughout the facility via the main switchgear located in the front of the facility. The outdoor metal-clad walk-in switchgear consists of two (2) main breakers, six (6) feeder breakers, one (1) generator breaker and one (1) bus-tie breaker and three (3) spares. The breakers are General Electric AM4. 16-250-8H air magnetic circuit breakers. Protective devices (relaying) consist of twenty-four (24) General Electric Type IAC overcurrent relays, two (2) ICR directional relays and one (1) undervoltage relay. Approximately 40 manhole covers for Partial Discharge Testing, exact number to be agreed upon during mandatory pre-bid site visit. Contractor to provide generators and connect to critical buildings to maintain power during service, may have to be done during off hours. To be coordinated by the facility. SOW INCLUDES: Testing, maintenance, and Partial Discharge of 15kV vacuum circuit breakers, protective relays, transfer switches, facility transformers, battery banks and chargers, analog metering systems, and visual inspections of electrical distribution systems across multiple facility buildings.
