About this opportunity
The New York State Department of Corrections and Community Supervision is requesting bids for electrical switchgear maintenance and partial discharge testing services at Sing Sing Correctional Facility under IFB #SS-2026-02, with bids due September 29, 2026 at 12:00 PM, and a mandatory pre-bid site visit on August 27, 2026 (RSVP required by August 10). This opportunity is reserved for Service-Disabled Veteran-Owned Businesses (SDVOBs) only, with a 6% SDVOB participation goal; the solicitation also carries a 30% overall Minority/Women Business Enterprise goal (15% MBE, 15% WBE). All work is subject to New York State prevailing wage rates.
The scope encompasses comprehensive maintenance and testing of medium-voltage electrical infrastructure: 14 5kV air magnetic circuit breakers, 27 protective relays, two 3000A load breaker switches, two 208V–2400V 1000KVA oil-filled transformers, and approximately 40 manhole covers requiring partial discharge testing. Deliverables include Arc Flash Safety Awareness Training for up to 20 personnel (minimum 6 hours) and Portable Generator Connection Training (minimum 4 hours). Partial discharge testing must precede switchgear testing to permit deenergized repairs where necessary. A qualified Registered Professional Electrical Engineer licensed in New York State with at least 10 years of power system study experience must prepare the partial discharge analysis with risk category evaluation and deliver formal bound reports for all testing and calibration work.
The contract term is 18 months. Pricing shall consist of a comprehensive annual base bid covering all labor, materials, and equipment; a one-time Arc Flash Safety Awareness Training bid; and time-and-materials rates (hourly labor plus percentage markup on parts and materials) for work outside the base scope. Award will go to the lowest responsive and responsible bidder on grand total bid amount. Bidders must submit completed Vendor Responsibility Questionnaires, certificates of insurance naming DOCCS as additional insured with minimum $1 million Commercial General Liability coverage, proof of Workers' Compensation and Disability Benefits, MWBE and SDVOB Utilization Plans, and Tax Law 5-a certifications. Pre-bid site visit registration requires contact with Michael Denardo at 914-941-0108 ext. 3983 or michael.denardo@doccs.ny.gov at least 24 hours prior to any facility visit. Questions are due September 10, 2026, with responses estimated by September 17, 2026.
