About this opportunity

The City of Napa is requesting proposals for Electrical Support Services by September 15, 2026, at 5:00 p.m. via electronic submission through its procurement portal. The three-year contract requires 24/7 emergency response capability with four-hour onsite response requirement and an anticipated value of $200,000 per fiscal year.

Respondents must hold a valid California C-10 electrical contractor license, maintain at least ten full-time journeyman-level electricians on staff, and possess OSHA 10/30 certifications, NFPA 70E electrical safety training, and First Aid/CPR certifications. A local office within 50 miles of the EIB Jamieson Canyon Water Treatment Plant in American Canyon is required. Prior experience in water or industrial facilities is mandated. Prevailing wage compliance per California Labor Code applies.

The scope encompasses comprehensive electrical support at the City's water treatment plants, pump stations, and storage tanks, including troubleshooting and corrective repairs on power distribution systems, motor control equipment, motors, standby/backup power systems, and lighting; preventative maintenance per manufacturer or City specifications; and testing with required reporting within 48 hours of emergency callouts. The City provides specialty parts from inventory; the contractor supplies test equipment, lockout/tagout kits, and common electrical parts. All materials must be new, commercial quality, carrying a one-year warranty or manufacturer warranty, whichever is longer.

The pricing structure is hybrid: time-and-materials work for emergency troubleshooting, routine service calls, diagnostics, and minor repairs; and not-to-exceed task order work for well-defined, repeatable projects. Contractors must submit a rate schedule detailing hourly labor rates for regular, overtime, holiday, and emergency work, material markup percentages, and monthly emergency services fees—all firm for the contract term. Liquidated damages of $100 per hour apply for failure to respond within four hours, capped at $10,000 per incident.

Evaluation uses a points-based system: General Qualifications (20 points), Relevant Experience (20 points), Proposed Staffing (15 points), Pricing (20 points), Proposed Approach (10 points), Proximity to zip code 94503 (5 points), and References (10 points). Questions are due September 8, 2026. The City intends to issue a Notice of Selection on September 25, 2026, and reserves the right to reject any or all proposals. Protests must be filed within five business days of the Notice of Intended Selection.
