About this opportunity

Bexar County Hospital District dba University Health is requesting proposals for a comprehensive Electrical Power System Study of University Hospital Main Campus at 4502 Medical Drive, with proposals due October 23, 2026 via the University Health Bonfire e-Procurement Portal.

The scope requires evaluation of the complex electrical distribution system at a 700-bed acute care facility with a Level I trauma center, prioritizing system reliability, selective fault isolation, personnel safety, and uninterrupted hospital operations. Proposals must address understanding of the project, technical approach and field-validation methodology, relevant hospital and critical-facility experience, proposed team-member qualifications, hospital operations and safety protocols, schedule and resource commitment, and pricing. Respondents must be registered on University Health's Bonfire portal to submit valid responses; all awarded vendors must complete the vendor credentialing process through Symplr before accessing University Health facilities and must comply with Joint Commission accreditation standards.

The contract term is three years with two one-year renewal options. Price must remain firm and fixed for the full contract term. If the award exceeds $250,000, the awarded vendor must submit Texas Ethics Commission Form 1295 (Certificate of Interested Parties) with the signed contract. Workers' compensation insurance and general liability insurance certificates are due within 10 days of award.

Respondents taking exceptions to University Health's Standard Terms and Conditions must identify objections with substitute language; excessive exceptions may render the proposal non-responsive. University Health reserves the right to reject any or all responses, request clarification, modify the selection process, and award to one or multiple vendors. University Health is subject to the Texas Public Information Act, and submitted information may be publicly disclosed unless clearly marked confidential.
