About this opportunity
The Pennsylvania Public Utility Commission, Bureau of Technical Utility Services, is requesting proposals for a Resource Adequacy Consultant to provide independent research, forecasting, and analysis services related to electric resource adequacy in Pennsylvania and the PJM Interconnection territory, with proposals due November 6, 2026, at 4:00 p.m. The pre-proposal conference was held October 14, 2026, with questions due the same day and answers posted by October 19, 2026. Offerors must meet stated Small Diverse Business (SDB) and Veteran Business Enterprise (VBE) participation goals or submit documented good faith efforts waivers; only Department of General Services–verified firms count toward participation.
The consultant will evaluate methodologies and assumptions used by electric distribution companies in developing load forecasts submitted to PJM, assess PJM's large load adjustment and long-term load forecasts, and provide regulatory support under House Bill 416 (Act 45 of 2025). Key annual deliverables include a comprehensive report by September 30 containing generation facility inventory, resource retirement forecasts, twenty-year load forecasts for each transmission zone, capacity and energy price forecasts, and interzone energy transfer analysis; an evaluation report by May 31 assessing EDC and PJM forecasting accuracy and transparency; monthly progress reports; and Commission meeting participation. The offeror must perform at least 50 percent of total contract value directly.
The contract term is three years with an option for two additional one-year renewals at the Commission's sole discretion, structured as a fixed-term, price not-to-exceed, fee-for-service agreement. Evaluation criteria weight technical merit at 65 percent and cost at 35 percent, with up to 3 percent bonus points available for domestic workforce utilization (work performed within the United States or WTO Government Procurement Agreement countries). Offerors must maintain workers' compensation, employer's liability ($1,000,000), comprehensive general liability ($1,000,000), automobile liability ($1,000,000), and professional liability insurance ($1,000,000). Proposals require four electronic files plus two hard copies: technical submittal, cost submittal, SDB and VBE participation documentation, and Domestic Workforce Utilization Certification. Contractors valued at $1,000,000 or more must complete an Iran Free Procurement Certification. Monthly compensation is paid within forty-five days of invoice submission.
