About this opportunity
The City of Burbank Water & Power Department is requesting proposals for development of an Electric Integrated Resource Plan covering a 30-year horizon from 2028 to 2058, with proposals due October 8, 2026 at 2:00 p.m. PST via PlanetBids and one physical hard copy. Written questions must be submitted electronically through PlanetBids no later than 2:00 p.m. PST on September 29, 2026; direct contact with city staff regarding this RFP will subject bidders to disqualification.
The scope requires the consultant to develop up to eight power resource portfolio scenarios, conduct production cost modeling, and organize public stakeholder engagement. Key deliverables include a comprehensive written project report with executive summary and supplemental information, delivered in draft form by January 1, 2028, and final form by March 1, 2028. The consultant must also conduct three to six community town hall meetings and lead six to twelve Stakeholder Technical Advisory Group meetings. The consultant must demonstrate substantial experience preparing IRPs for utilities of similar size or larger within the past five years and maintain a regular staff of qualified experts. Compliance with California Public Utilities Code Section 9621 and the California Energy Commission's Integrated Resource Plan guidelines is required. Comprehensive insurance coverage including commercial general liability, automobile liability, workers' compensation, and professional errors and omissions insurance with specified minimum limits must be maintained.
The consultant must provide an all-inclusive, not-to-exceed fee covering staff time, expenses, travel, lodging, overhead, and all reimbursable costs. Proposals shall include fixed fees for each deliverable with a percentage of total project cost for each task, an hourly rate schedule for potential scope changes, and cost reduction options. Burbank Water & Power will provide historical hourly load data, existing plans and documents, background data on resource adequacy requirements, and information on current and planned supply resources. Proposals must remain valid for 120 days from the due date. Interviews and reference checks are anticipated for October 2026, with a Notice of Intent to Award expected in November 2026.
