About this opportunity
The Idaho Department of Correction is seeking public comment on a requested exemption from competition for Sharepoint software maintenance and support services from Hubley, with supplier input due September 14, 2026.
IDOC justifies the exemption on grounds that Hubley is the sole vendor capable of supporting its Hubley solutions integrated with the agency's Sharepoint site. The agency states that a recent Microsoft update caused Hubley software to malfunction, resulting in staff loss of access to critical Sharepoint links and information. IDOC lacks a current maintenance agreement for patches and updates. The agency asserts that competitive bidding would prolong system degradation during the solicitation period, and that the alternative—hiring another company to remove Hubley solutions and implement replacement software—would require a separate competitive procurement and similarly extend system unavailability.
The anticipated contract value is $250,000, structured as an ongoing contract rather than a one-time purchase. The Division of Purchasing Administrator has indicated intent to approve the exemption pending legal notice. The decision remains discretionary; suppliers have no right to appeal the Administrator's decision.
Suppliers are invited to submit information supporting or contradicting the claim that competition would be impractical, unreasonable, or disadvantageous to the State. Responses must be submitted through the Idaho Procurement and Revenue Online (IPRO) system or emailed to purchasing@adm.idaho.gov by the September 14 closing date. The request was posted for public review on September 10, 2026, prior to final approval. Contact: Susie Schuetz, 208-658-2106.

The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov.
