About this opportunity

The Orleans Parish School Board is requesting proposals for comprehensive advertisement and marketing services for early learning and childcare initiatives, with proposals due October 27, 2026 at 11:00 a.m. CST and a virtual pre-proposal meeting on October 9. A Disadvantaged Business Enterprise participation goal of 35 percent applies.

The scope encompasses campaign strategy development, website audit, search engine optimization and generative engine optimization, creative design, media buying and vendor management, quarterly reporting, and Agency of Record services. The campaign targets community awareness of publicly funded early childcare and education for eligible families with children ages 6 weeks to 4 years old. The District seeks a qualified marketing company with demonstrable expertise in early childhood unified and coordinated enrollment systems.

The total budget is $250,000 to $300,000 for a one-year initial term with a possible two-year extension. Annual fees are billed monthly based on detailed invoices describing work performed, personnel, and itemized costs. The contract is evaluated across ten criteria totaling 100 points: business references (5 points), years of experience (10 points), knowledge of NOLA-PS processes and procedures (10 points), familiarity with early childhood unified/coordinated enrollment districts (10 points), local presence in Louisiana (15 points), on-staff expertise (10 points), number of clients served (5 points), language translation partnerships (10 points), cost (15 points), and DBE participation (10 points). The top two to four proposers will present orally on November 5–6, 2026. Proposals must not exceed 20 pages of narrative and must include cover letter, firm background, experience and qualifications, methodology, financial standing, timeline, project staff, organizational chart, references, cost proposal, and appendices. All required certifications regarding debarment, lobbying, conflict of interest, non-collusion, W-9, vendor registration, and EDGAR compliance (if federal funds apply) must be submitted. Written questions are due October 12, 2026 at 4:00 p.m. CST. The District reserves the right to award multiple contracts, reject any or all proposals, and negotiate best and final offers.
